Project board: spack-stack-1.9.x (2024 Q4 - 2025 Q3)

• Create release branches release/1.9 for spack, spack-packages and spack-stack
• Update doc/source/conf.py and .gitmodules to use release/1.9 instead of develop
• Clear project board (no open pull requests other than for specific site configs or documentation)
  • Fix MET v12.0.1 under spack-stack 1.9.3 on Hera (possibly elsewhere) raises segmentation faults #1781
  • Address [INSTALL]: Reinstall spack-stack 1.9.1, 1.9.2 and 1.9.3 on C6 #1779
• Prepare Wiki page for release information (https://github.com/jcsda/spack-stack/wiki)
• Roll out release 1.9.3 from release branch release/1.9 and update documentation (readthedocs), site config, and wiki page each time

• Merge applicable changes from release branch back into develop / spack-stack-dev
