Doesn't work (dragging and dropping)

I drag and drop STAGE.DAT onto Arsenal.exe, and the command window opens up for a few seconds, then just closes, I have the dictionary there too but it doesn't change anything. What am I doing wrong?

I'm using the ps2 version of MGS2

You might have to run the Command prompt with Admin privileges (Run as Administrator) as it may be that it doesn't have permission to output folders

Late reply but I've almost got it now. but every time I try doing it in command promt with admin privs, it just gives me an "access is denied." message whenever I run the command

in the first example you've posted the issue is probably because you have the > in there. Try Arsenal.exe STAGE.DAT "C:\MGS2FileExtraction" and also make sure that's a folder that already exists at that location.
