Replace onlineGUI with Panguin CONFIG

onlineGUI has been deprecated and references to the program need removed and propagated downstream to lad_replay and hallc_replay_rsidis. The Panguin viewer has been installed in modulefiles on cdaq. Several changes need made for online plots.
The main difference is the -logz option on entire pages (newpage).
TODO:
1.) onlineGUI to be removed
2a.) Online CONFIG files updated with new syntax.
2b.) HMS / SHMS / COIN runs need added to PARAM files to check new CONFIG files and scripts.
3.) online bash SCRIPTS need updated to point to panguin on cdaq in modulefiles.
4.) Move onlineGUI to panguinGUI, add README.md and wiki entry.
