Make recon steering files that includes SVT Clusters, KF hit residuals, and intercepts

...this is to get the data timing calibrations, SVT hit-on-track efficiencies, and smearing parameters for position/time.

Just copied PhysicsRun2021_pass0_recon.lcsim -->PhysicsRun2021_pass0_recon_calib.lcsim and added addResiduals and addKinks to the KalPatRecDriver block. I ran and dumped an event and these collections are saved with links to the appropriate tracks. The SVT clusters were already kept in this steering file so I think we are good to go.
