Investigate intermittent errors processing ring envelope data.

Look into what happens if the ring envelop data isn't right when you start processing.   It currently fails without any errors - where are the errors going?

We saw it fail the first time we ran, but running again with the same data file seemed to fix the problem.  Could this be happening due to file path issues - The file isn't where we think it should be?
