MessageSystem does not use Locale Table as desiered

Odd behavior with the Locale Table...

I'm planning to address this after the release of 1.5!

Currently there are no real negative effects of the current behavior.

My plan is:

• Force a locale to be present in the table before it can be used in messages
• Use this to display statistics on locales
• generate a bstats chart for language accessibility
• a whole new app for inputting the translation (not now)
