Implement generalized Hamiltonian neural networks

We should discuss the overlap with GeometricIntegrators and whether we may want to export certain functionality shared by both packages to GeometricIntegratorsBase.

A first step towards this is being made in #207, but the functionality from GeometricIntegratorsBase is not imported there.
