[OSPP-Week3] Implement Continuous CRR algorithm

Last week plan

Last week, I did the work:

1. Build the general component of GaussianNetwork and DuelingNetwork.
2. Write an OfflinePolicy component to utilize the online version of the algorithms to run the offline version.
3. Write the discrete CRR and test the performance.

Week 3:
This week, I will try to complete the continuous version of the Critic Regularized Regression (CRR) algorithm.
