Add comments to job_finder.py

Need someone to add comments in the program to make the code easier to read

Basic workflow:

• Using requests to get timesjobs.com webpage
• Using beautifulsoup to go through the html text
• Scraping information about python jobs which were posted a few days ago
• Using time module to continue the process every 15 minutes
