Project Setup & Repo Initialization

• Provision two Rocky VMs in homelab for prototyping. One RATS and the other RATS-worker

• Create GitHub repo for lab-infra

• Set up repo directory structure (configs/, webhooks/, dockerfiles/, docs/, etc.)

• Add README with project goals and architecture summary

• Create .gitignore and basic project files (e.g., LICENSE, CODEOWNERS)

For provisioning the hosts, be sure to do automate these tasks
- Install docker on it (on worker only, it's a bit of PITA) https://docs.rockylinux.org/gemstones/containers/docker/
- Install podman (on gateway)
- Install bash-completion for some reason? Running on rocky-minimal
- Change hostname
- Pull repo to /opt/
