Bug Report: Scroll Speed

Fix the scroll speed setting, which doesn't add to the chart scroll speed, but ignores it.

Wdym? Do you mean that the scroll speed is it's own value, and completely overrides the chart's speed? Because I'm pretty sure that's how scrollspeed is supposed to work in other rythm games too..

I never seen a rhythm game where a scroll speed ignored chart's scroll speed?
