Add builds for x-plat services execution.

Add build process for building the project for Linux, MacOS, or Windows to ensure that developers can pull the repo and run it on any platform to develop against Killrvideo.

Baseline Build Support:

1. Build process using First dotnet CLI and/or IDE's Visual Studio (Windows) and JetBrains Rider.
2. Build processes listed in 1 for Linux, MacOS, and Windows on the following versions.
   • Linux Debian 10 "Buster"
   • MacOS 10.14 Mojave
   • Windows 10

This and/or above all pick an OS to build it to related to a container and go with that for support.
