When a device has the "is floppy" flag:
- Don't show it up in FDISK
- Don't scan for partitions when assigned to a drive and first accessed (assign to sector 0)
- Treat "unknown" change status as "changed" (and as "not changed" in other types of devices)
- Add support for formatting
- Add support for specifying single/double sided specification when reading/writing
- Add support for ghost drives (to be designed)
