chore: add dual language document generation to workflow commands

Workflow commands generated only Korean documents, causing
next-stage agents to misunderstand Korean context

- Modified analysis, plan, validate commands to generate both Korean and English versions
- Korean version (*.ko.md): For user reference
- English version (*.md): For agent consumption in next workflow steps
