Automate Relationship Extraction for Acts/Gazettes

Find relations

I want to create another view, where user just gonna paste a list of acts.
And we are going to execute various queries and build relationship with this
act and external bodies.

A few things we need to find out are as follows.

1. We find out the department or institute which is using this act to
   run its duties. (For instance department of X). We mark this relationship ENACTED_BY or something meaningful.
2. We want to find out who appoints members for any of the bodies powered by this act.
   For example president, prime minister, etc appoints people to various bodies within the act. You can put as APPOINTED_BY
3. Any other acts referenced by this document must be also found and REFERENCED_BY relation
4. If this is a base gazette, I want to find all its amendments by searching the space of data I have.
5. If this is an amendment I need to figure out who is the parent?

Basically this is building a relationship with the external world and see how things are controlled through an act.
