Synthetic Data Script Function

Analyze the current JSON structure in order to determine an appropriate method to create JSON data that matches the current restraints delineated in #1  as well as the docs/sensor_specs.csv in the repository. I think a DICT-TO-JSON implementation would be good, but you are free to make your own solution.
