Add a "clean" command to remove .dconf files without respective node running

This way, there can be an easy way to clean up orphaned/unused configs from nodes that have been removed or renamed.

This command would go through every directory and file in the dynamic_reconfigure folder and delete anything that does not tie to a running node. Check to make sure ros is running first.
