Can't get Keybinds to work

Keybinds don't work at all and opening the keyboard shortcuts setting shows a blank screen. Command and Keybind columns exist but nothing below them. I even messed with the .json files in Data and used the same ones that are used in the BG3 mod manager (where keybinds work) but still to so avail.
