Set up kiss metrics proof of concept

The top banner of the web site should react in the following ways:

1. First time visitor should see a sign up form (current behavior for all users as of right now)
2. A signed up visitor should see a donate button
3. A visitor who has donated should see a volunteer sign up form

We can also do more that that:
1st time visitor gets a link to an "intro" page
non-first time visitor gets the email sign up
then donate
then the take action page
after that a "current action"

But for now, as far as the KISS side is concerned, we need to distinguish
all of these cases.

Okay, let me digest/research this a bit and respond back with a plan a bit later.

1. link to "intro" page only makes sense on all pages but the homepage

2. I think there outta be another "spotlight" mode, where all visitors get
   a message on this spot (say we needed a site-wide announcement). Bonus.

3. I think this bar is potentially annoying and takes a bunch of space:
   needs a "close" button that adds a cookie setting to not show the same
   message (only current message) again.
