no jumping on start zone QOL

I noticed there is a lot of activity in this github and even tho i dont host a bhop server anymore i remeber that with no jumping in startzone was kinda scuffed because zones would have to be perfect for it to work correctly so i tought i'd give this suggestions, make no jumping just a jump cooldown so people cant bhop within the start and that would also fix the perfect zone issue.

Another soultion would be making the zone that no jump is effective in a tiny bit smaller to compensate for zones that overhang the edge
