feat: Common-lib CLI output mode

Need to design and implement special mode for our CLI commands (most likely inside @utils_cli decorator) that will make command only write output_params/output_params_secure into stdout

Should disable standard logging, and have customizable behaviour for selecting which params we show and how:
json/yaml, insecure/secure/merged
