should have the ability to check for existance of chart and control re-run

Currently, no matter what is happening a helm3 upgrade will run regardless if its necessary, say during re-run of the porter install process or not. To speed the process up, it would be helpful if we can add a parameter to the schema during installation that would check for the release in question and unless specifically told to alwaysRun (or something similar) should skip on its merry way.
