Add support for initial set up of panes and plugin contents. (Dependent on save/restore feature for maps being completed.)

Support the following:
Adding new panes and assigning to summary, details, plugin panes.
Selection of values on columns and rows
For Detail panes allow selection of layer, color of selection box in summary
For plugin panes, allow filling specific dialog parameters, zoom levels, and other visual parameters such as rotations
