Do you think we get a majority on Basecamp for that ;-) so it is QuayRef or the correct one. Should we add this to the guideline too?

The fact that PlaceRef is presented is likely the issue. But I only think QuayRef can be used if that was allowed via a substiutiongroup construction. In my opinion any tag not matching the native and expected reference for example a TimingPointRef refering to a ScheduledStopPoint must have an explict nameOfRefClass. Ideally the XSD would have defaults on all references stating the default ref class.
