i had exactly same problem, after try many things , i found the issue, the main problem is incompatibility with Filza File Manager
try to remove that, respring, and try to install IPA from Safari or Files or another file manager like Documents, actually after that you can find ReProvision App in Share...
i'll work on Filza to make a tweak to fix this problem,
