Description
Reproduce with samples from:

E.g. files "ANDES.ts" and "BRAVO.ts"
MediaInfo gives message "General compliance : Element size 184 is more than maximal permitted size 68 (offset 0xC919FBC)"
As per Rec. ITU-T H.222.0 v10 / ISO/IEC 13818-1:2025 para. 2.4.4.11 [Syntax of the private section], private data (table_id between 0x40 and 0xFE) can be transmitted with the PMT PID before program map data (table_id 0x02).
