Disallow using deprecated APIs (`@typescript-eslint/no-deprecated`)

We can use the rule `@typescript-eslint/no-deprecated` to prevent contributors from using deprecated APIs without a good reason.

When appropriate, the rule can be overridden with a reason provided with the ignore directive.
