Maintain angel

I would be interested in helping to maintain Angel. I am using it for a project and it is very useful for me and surely others feel the same.

@Cipherwraith thanks for volunteering! How do you want to do this? I can give you admin for the project on my account, we could transfer it, etc. Just let me know. You'll also probably want access to cut releases on hackage.
