playfab.local.settings.json sample not up to date

Hi,

This looks like the playfab.local.settings.json providen sample is not up to date with what is on the Github sample documentation for the ExecuteFunctions file.
It should be
{ "LocalApiServer": "http://localhost:7071/api/" }

Also, the sample does not work in a dotnet-isolated project, it might be nice adding something for this.

I've updated the azure functions quickstart to work with the isolated model, but didn't see this at the time. I'll take a look when I'm available to see if I can get this doc updated too.
