From what I've seen so far, it can't narrate rain-related conditions, snow-related conditions and things like fog and haze. What it will do instead is, for example, if it's 47 degrees and raining, it will say, "Currently, the temperature is 47 degrees..." and the audio will just continue to be ducked for the rest of the simulator.
I run my sim locally and this is what is in the console:
