Transfer this repo to the Mosquito-Alert organization

We should transfer this to Mosquito-Alert, where we are consolidating all repositories associated with Mosquito Alert. Doing so should not break anything, given that GitHub will redirect URLs (for anyone clicking on an old link for the open source code). Also remember that this is not the latest version of the code - in fact this repo never made it to production stage and now is presumably superseded by the Flutter code (which we could use to make an HTML version if necessary).
