Gooey should be able to change the distro stage of a module

When release management is enabled for a module it can be released. If it is suitable for inclusion in a particular distro (Iota, Omega) it should be possible to activate that via chat:

"Gooey: add module x to distro y"

This would do a few things:

• Add the module to the appropriate view in Jenkins (and possibly remove it from any outdated view)
• Add the module to the distro definition (at present that's the Omega gradle.properties in the Index repo)
• Adjust relevant documentation
