Reworking database creation (currently in blast_protein_search)

Reworking the creation of a database to not be nested within the blast_protein_search

-The user should be able to decide whether a database needs to be created or not.
-If a database with a certain name already exists, it should skip this step.
-The database should be stored in the database folder provided in the chromosearch directory.
