Translations Import Immediately Triggers Publishing Without Updating

Hi there,

when I try to import translations, the process immediately triggers "Publishing" without first updating the properties. This prevents the new translations from being properly applied before customization is published.

I would check on the Excel file... If publish occurs directly, that would be because no lines to update have been detected...
