Deprecate the lenient mode switch #463
Description
This is blocked by #461.
We should always parse in the lenient way now. The configuration for the lenient should be a no-op, and the corresponding methods/properties should be marked as @deprecated #462 will be removed in version 10. (#462 is the ticket for dropping the configuration switch altogether.)
