Update uploadExperiment/uploadResource Endpoint Backend Support

• Receive URI for selected collection, metadata, and experimental result files via REST interface
• If you receive plate data, process and update metadata sheet with measurements
• Process metadata sheet to convert to SBOL and upload to selected collection on SBH
• Add all result files received as attachments to the experiment (Assay) on SBH
• If you received plate data, then process metadata sheet with excel2flapjack and upload to Flapjack

Note that endpoints are basically the same except uploadExperiment can have optional plate and other experimental data files.
