Refactor JSON to only parse file(s) once in MockBPA

Currently, the policy for each location in the MockBPA parses the same JSON 4x times. Can be refactored to read once and copy to other locations.

Another enhancement could be to add the location to the JSON and have s.t. different locations can have different policy
