Support for BPSec COSE context #132
Description
The CCSDS BP security standardization is settling on the (currently still draft) COSE context using only symmetric keys (i.e. the algorithms listed in Section 3.2.2 of the COSE profile).
The narrow symmetric-only scope of a COSE context could be added to the BSL repo to enable long-term CCSDS compatibility.
