Mock BPA add warnings about transmitted or received bundle constraints #47
Description
It would be helpful for diagnostics if the Mock BPA gave warnings when decoding a bundle if there are:
- Duplicate block numbers
- Extension blocks after the payload block
This will help make sure test inputs are interoperable with real BPAs.
