Use latest tinyproxy for newrope proxy

Our current version 1.10.0, which was released in 2018, has a bug that causes the service to stop working: https://newrope.slack.com/archives/C02S08WDQ/p1687915631655439?thread_ts=1687915512.598939&cid=C02S08WDQ

The latest version, 1.11.1, is from 2022, and includes a fix for something that can cause that situation.
