Make it easier to set up a new service

Whilst we have a guide for this, it currently involves quite a few steps.

We could explore ways to make it easier.

Some feedback from @carolinefinucane864 on the current process:

I'm a github novice and not yet using a code editor. For amateurs like me, it's difficult to do advanced stuff like create a new category, and follow instructions that refer to 'copying' (not easy when not using a code editor).

Suggestions:

• is it worth having a Slack workflow / extra support for when someone needs to create a new service?
• is it worth explaining somewhere the benefits of using eg Github Codespaces, rather than editing directly in github (as I think I've been doing)

Suggestion: Write a process to request setup of a new service, and someone who knows how (@frankieroberto, @edwardhorsford, myself, and I'm sure some others) can set this up for them?

It's not a particularly common request, and I think if someone isn't familiar with code etc, it's probably slightly too technical a process for them. If people try to do it themselves and get stuck it tends to take more time to try and troubleshoot, than it would to just do it this way.

Anyone who is confident in setting a new service up themselves can of course, do so.

We can set a timeline/KPI for requests, so that we don't feel pressured to do them straight away? Could be something like 3 working days?

@jolumley-nhs @edwardhorsford maybe as an initial improvement we could add a message to the top of https://design-history.prevention-services.nhs.uk/guide/how-to-add-a-new-service/ which says something along the lines of:

If you need to add a new service to the design history, ask in #dpsp-design-histories and someone will be able to set it up for you.
