Maven support for JLOAF

Push JLoaf to Maven so that it can be a dependency for other projects

Does the lab already use Maven for other projects? Or would we want to create a new GroupID such as "ca.carleton.nmai.maven.jloaf"? I suppose it doesn't really matter as long as the pom.xml is defined correctly.

I generated the settings and pom files to support Maven builds.
Test generation of the target and site docs using maven 3.5.2 (current).
Also added .pydevproject to support cross Java-Python builds within Eclipse.
