Ability to turn off push notifications through the User Settings

User feedback has been that members would like to be able to quiet the app down if they're on holiday and don't want to receive requests for avail or events. It can be done in the Phone settings, so this is a work around until we get to this.

Ideally, the next time i go into the app, if it could ask me if i wanted to allow notifications again, that would be nice

On iOS side if the user has disabled the notifications at a system level it might be hard for us to know that and prompt them to re-enable. Research required.
