Description
cuda_core is generally set up to run most tests without
cupyinstalled.PR #717 added one unconditional
cupyimport. This PR adopts the approach intests/test_utils.pyfor the import intests/test_launcher.py, and copies theSKIPPEDmessage fromtests/example_tests/utils.py.
