Missind Data Folder?

Just as question, cause im a mods creator for RDR2 sp.
Reading the code, there is a extra step or missing something to get the Op codes file from Data/

Also version are as game or basic:
Witch one should be:
1436.31 or 1436.

Command usage that i running:
RASM.exe -target RDR2 -platform PC -dec In/long_update.ysc Out/testout.ysa
