[Feature Request] Add retry when download fails during install

I'm running NetBSD 9.x on a Rasp Pi 1 & it keeps "timing out" certain downloads when I run sudo pkgin upgrade, such as showing me the following errors and then I have to start over

My feature request is to have a Retry option there instead of just Yes and No.
