VoIP trunk review and certifications

In the wizard, trunks are not truly certified and sometimes fail to work.

• Remove trunks that do not work.
• Remove trunks that are suspected of not working.
• Display only "certified" trunks in the interface (i.e., trunks from providers
  with a certification partnership with Nethesis).
• Create a generic trunk (both with and without proxy support).
• Do not update the trunk proxy field on container restart (change it only
  during migration).

To keep track of the status of each trunk, create an subissue for each trunk
listed below.
