Enhance Tancredi two stages provisioning

In Tancredi's tokenless provisioning mechanism, when provisioning URLs are passed using DHCP in the format /provisioning/FILE. A second stage provisioning is done shortly after using the authentication token.

Enahance the two-stage provisionong by removing sensitive data from the first stage

How to test:

• Configure a new phone without RPS. To avoid RPS configuration, use an unregistered NethVoice
• Do provisioning manually using the HOST/provisioning/MAC url
• verify that:

1. phones makes two provisioning request in a short timeframe
2. The first response doesn't contains sensitive data
3. the second response contains all necessary data

Note: test on both NS8 and NS7
