NethCTI server call obsolete API for phone reload

POST /freepbx/rest/devices/phones/reload/EXTENSION is obsolete but is called by nethcti-server

** Step to reproduce **

• change from CTI phone BLF
• check traeefik logs:

• api is called

** Expected behaviour **

• /phones/reconfigure should be called instead
