NethVoice Proxy: issue on re-INVITE when INVITE with RTP cames from a device that doesn't support SRTP

Steps to reproduce

• Take a device that doesn't support SRTP and fails to downgrade SRTP to RTP like one with this issue Nethvoice Proxy: Compatibility issue with initial SDP Offer using SRTP from NethVoice Proxy #7524
• generate a re-INVITE from Asterisk, this appens if the device calls end up in a queue
• answer the phone

Expected behavior

• calls goes on

Actual behavior

• re-INVITE contains crypto options, device is unable to handle it and call ends

Test case:

• call a queue from an affected device, check the re-INVITE and make sure it doesn't have encryption
• call an affected device from a device that has compulsory SRTP, make sure that affected device receive RTP (asterisk should send INVITE with isTrunk = 1 because of Nethvoice Proxy: Compatibility issue with initial SDP Offer using SRTP from NethVoice Proxy #7524) and compulsory device receive SRTP
• make a call from a trunk that uses isTrunk=1 and make sure RTP is used
• check that devices with compulsory SRTP work in all environment
• verify that re-INVITEs from above scenarios works too as expected
